Think of an organization like a "company." Your company may have many different groups that work alongside one another. Having these different groups allows you to work within your team(s) to produce personas and conduct research, but gives you the flexibility to share what you've accomplished with the people outside of your team.
For example, a tech agency may have a "UX Team" and a "Marketing Team" that wish to use ike. The UX Team and Marketing Team might each perform their own user research independently, but there is value in being able to share their work with each other.
